'locally' means it's installed on a Laptop/desktop and not really a server (and more than likely, Winders), is that correct? EMailing a change of password might not work then.
There is, however, a command line way to reset the password.
From a DOS/System prompt, change into the [moodle code directory]/admin/cli/
Then issue: php reset_password.php.
If php cannot be found you might have to give the full Winders path to php.
If you are successful in running it, it will change the admin user password.
