Basically yes, get from a repository and put into a portfolio.
The question bank is saved in the database and it can be used in different courses.
There are tools that create files, like Hot Potatoes or Free QuizMaker; some need to be imported into the quiz activity (the former) and others (the later) are used by themselves, as an Activity.
