You can define how tracking works in the SCORM package itself in the editor / authoring tool you used to build the SCORM package.
You can set (at least in some authoring tools) completion based on number of pages viewed or grade.
There are also settings for tracking in Moodle itself within the settings for the SCORM activity under which you installed the package.
By the sounds of it you may want to start with the SCORM package itself.
