Howard,
I work for a state-run, public university and we're interested in doing exactly what was described (i.e., having the user login to our university's portal website, then click on the "Moodle" button which will create a cookie to be used to log the user into Moodle without any further action on the user's part.)
This seems like it would be a fairly common concept. I'm new here.
If you could please give me a clue, I'd be most appreciative.
