well... there is a special group of people called Moodle Partners.. and they have a special group of people called clients that pay for a support contract.
Harmony - if you are looking for commercial support with a guaranteed time-frame for a response you could talk with a Moodle Partner - there aren't many that will provide support for Moodle 1.9 though as it is now end-of-life.
