What would be the best way to implement the English language in a Latin American country? 

The education system in these countries has never implemented an effective program in which you could appreciate the development of English language. 

Most people who have learned specialized institutions have been paying, but the idea is implemented in a public institution that not everyone has the resources to pay another institution. 

Ideally could be implement from the beginning of education in kindergarten; with in order to prepare the new generations towards a globalized system.
