Split-track: completion of restricted activities

Hi

Does anyone know if there is a way to achieve the following.

Within a given course I want to have a split-track, where one group of users get one activity and another group of users get another. For example, below I have one assessment for Melbourne and another for Sydney using profile field restrictions on 'City/town':


And to complete the course you must complete the relevant assessment.

However the completion rules only support AND type logic and do not seem to support that an activity is specifically restricted. So in the below example the first student should have completed the course but require the Sydney assessment which they cannot access:

 

I could create a third activity that becomes available after completion of one of the assessments and use that for completion, however that is superfluous and not really the desired result. 

I can also see that in other cases maintaining the restriction rules is crucial for sequenced learning that may not reveal a pivotal completion activity until some prerequisites are first completed.

I may have answered my own question in writing this, but will finish anyway. Is the below change to the completion tracking settings the best/only way to achieve this:
