Moving a resource within a topic

How do I move an activity or resource within a topic?  I am blind and use the JAWS screenreader to access my Moodle site.  When I add a resource to a topic, it will land at the end of the activities and resources for that topic.  Now I would like to add a resource and move it to the beginning of the topic.  When editing the page, there is a link to move a resource right.  When I click that link, another link appears to move the resource left.  Is there a way to use the keyboard to move a resource  up through a topic, or section, to the beginning of the topic.  I am running Moodle 2.3 with the formal white theme.
